Key takeaways

  • WhatsApp Business API costs = Meta messaging charges + platform subscription.
  • Meta prices template messages by category (marketing, utility, authentication) and by the recipient's country.
  • India rates listed by Chatbox AI from 1 October 2026: marketing ₹1.09, utility ₹0.145, authentication ₹0.145; service ₹0.145 after 1,000 free service messages per number per month.
  • Meta revises its rate card periodically, so treat any published rate as approximate.
  • Chatbox AI plans cost ₹1,500/month (Starter), ₹3,200/month (Growth), ₹9,100/month (Pro) or custom (Scale), plus GST, with a 7-day free trial.

WhatsApp pricing confuses a lot of people, mostly because there are two bills and Meta has changed its model over the years. This guide explains how it works today, what the categories mean and how to estimate and reduce your spend.

What do you actually pay for on the WhatsApp Business API?

Your total cost has two parts:

  1. Meta's messaging charges: paid for the template messages you send, based on the message category and the recipient's country code.
  2. Your platform subscription: what you pay a provider like Chatbox AI for the inbox, chatbot, broadcasts, automation and analytics.

These are independent. A cheaper platform does not lower Meta's rates, and Meta's charges are the same whichever Business Solution Provider you use.

How does Meta price WhatsApp messages?

Meta's pricing depends on the category of the message.

CategoryWhat it is used forApproximate India rate
MarketingOffers, promotions, re-engagement, cart reminders with incentives₹1.09 per message
UtilityOrder, delivery, payment and account updates₹0.145 per message
AuthenticationOTPs and login verification₹0.145 per message
ServiceYour replies when the customer starts the chat₹0.145 per message after 1,000 free per number per month

These are the India rates, effective 1 October 2026, published on Chatbox AI's pricing page and passed through at cost. Incoming customer messages are always free. Meta changes its rate card periodically and rates differ by country, so always check the latest figures before budgeting. Taxes such as GST may apply on top.

What happened to conversation-based pricing?

For several years Meta billed per conversation: a 24-hour session opened by the first billable message, with unlimited messages inside it at no extra charge. You will still see the phrase "conversation pricing" everywhere, including in the name of this page.

Meta has since moved to per-message pricing for templates: each delivered marketing, utility or authentication template is charged individually. Service messages get 1,000 free per number each month, while utility templates are charged even inside an open customer service window from 1 October 2026. The categories and the 24-hour customer service window still matter, they now decide which messages are charged rather than when a conversation starts.

What are free entry points?

When a customer reaches you through a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, Meta opens a free entry point window of 72 hours. During that window, messages, including templates, are not charged. This makes Click-to-WhatsApp ads especially cost-efficient for lead generation.

How much does a typical campaign cost?

Here are illustrative examples using the approximate India rates above (before taxes):

ScenarioMessagesApproximate Meta cost
Festive offer broadcast10,000 marketing₹10,900
Order and shipping updates20,000 utility₹2,900
Login OTPs50,000 authentication₹7,250
Answering customer questions5,000 service replies₹580 (first 1,000 free)

Add your platform plan: Chatbox AI's Starter plan is ₹1,500/month (1 owner + 5 agents), Growth is ₹3,200/month, Pro is ₹9,100/month (1 owner + 9 agents) and Scale is custom, all plus GST and with no conversation caps. Quarterly billing saves 5% and yearly billing saves 10%.

How can you lower your WhatsApp costs?

  • Categorise correctly. Keep transactional updates free of promotional content so they stay in the cheaper utility category.
  • Segment before you broadcast. Sending to engaged, relevant customers means fewer wasted marketing messages and better quality ratings. Chatbox AI's contact management lets you filter by tags and attributes.
  • Encourage customers to message you. Incoming messages are free and the first 1,000 service messages per number each month cost nothing, so "Chat with us" buttons, QR codes and keyword triggers shift volume into cheaper conversations.
  • Use Click-to-WhatsApp ads to unlock the 72-hour free window.
  • Let a chatbot handle FAQs. A no-code chatbot answers inside the service window at the low service rate, with no template charge.
  • Track ROI. Use reports and insights to see which campaigns earn more than they cost.

Is WhatsApp cheaper than SMS or email?

It depends on what you measure. Per message, email is usually cheaper and SMS rates vary by route. But WhatsApp messages land in a thread customers already read, and they support images, buttons and two-way replies. For most businesses the relevant number is cost per order or per resolved query, not cost per message.

Frequently asked questions

Not entirely. Incoming customer messages are free and the first 1,000 service messages per number each month are free, but template messages you send are charged by Meta by category. You also pay a platform fee: Chatbox AI starts at ₹1,500 per month plus GST, with Meta charges billed separately at cost.

Is WhatsApp Business API free in India? Not entirely. Incoming customer messages are free and the first 1,000 service messages per number each month are free, but template messages you send are charged by Meta by category. You also pay a platform fee: Chatbox AI starts at ₹1,500 per month plus GST, with Meta charges billed separately at cost.

What is conversation-based pricing? It was Meta's earlier model, where a 24-hour conversation was billed once regardless of how many messages were exchanged. Meta has since moved to charging per delivered message, with a monthly free allowance of 1,000 service messages per number.

Who pays the Meta charges, me or the platform? You do. Meta's charges are separate from your Chatbox AI subscription. They are passed through based on the templates you send and the countries you send to.

Are utility messages free inside the customer service window? Under Meta's current per-message model, utility templates sent while a customer service window is open are generally not charged. Check Meta's latest pricing documentation, as the rules are updated from time to time.

How do I estimate my monthly WhatsApp bill? Multiply the number of messages you plan to send in each category by that category's rate, then add your platform plan. For example, 10,000 marketing messages at ₹1.09 is about ₹10,900 in Meta charges before taxes.
